Freelance visa Dubai: permit and residence options
A freelance visa Dubai usually means a freelance permit from a free zone or from MoHRE, with a residence visa linked to it. There are two routes - a free zone permit limited to listed activities, or the federal five-year green residence for self-employed people who earned at least AED 360,000 a year over the last two years.
Typical range AED 3,400–AED 6,500 (typical cost of the residence visa element only, October 2026; permit fees vary by zone)
Facts checked 2026-10-26
There is no single UAE freelance visa. The search covers three different things: a freelance work permit that lets you work without an employer, a freelance permit offered by a free zone together with a residence visa, and the federal green residence for self-employed people.
The right one depends on what you do, who your clients are and how much you earn. Free zone programmes only cover the activities they list, and the green residence has an income test, so check both before you pay.
Freelance permits and visas are issued by UAE authorities and free zones. This page gives the general pattern; individual zones set their own activity lists, validity and fees.
Freelance permit options
| Free zone freelance permit | Green residence (self-employed) | |
|---|---|---|
| Who issues it | The free zone, with the immigration authority | MoHRE permit first, then GDRFA or ICP residence |
| Income test | Usually none; zone sets its own rules | AED 360,000 a year for each of the last two years, or proof of solvency |
| Education | Depends on the zone and activity | Bachelor's degree, specialised diploma or equivalent |
| Term | Set by the zone | 5 years, renewable |
Quick rule: A free zone permit is the quicker, activity-specific route for newer freelancers. The green residence suits established freelancers with a track record of income who want a federal five-year status.
Freelance permit UAE from MoHRE
MoHRE's freelance permit is for people who work independently, including foreigners on self-sponsored residence. You do not need employer sponsorship or an active employment contract. Income comes from providing services for a set period, completing a task or offering a defined service to individuals or companies, and you are not an employee of your clients. It is one of 13 work permit types MoHRE issues.
Free zone freelance visa Dubai
Several free zones run freelance permit programmes aimed at creative, media, technology, education and consulting work. Each has its own list of allowed activities, fees, validity and visa quota, so a permit from one zone does not let you offer another zone's services. Ask for the activity list in writing and check that your work is on it before you pay. Free zone permits do not necessarily let you invoice every client in the UAE, so confirm where you may trade.
Freelance green visa Dubai for self-employed people
The federal green residence for self-employed people lasts five years, renewable, and needs no employer, guarantor or employment contract. You need a MoHRE self-employment permit first, a bachelor's degree, specialised diploma or equivalent, and either annual self-employment income of at least AED 360,000 for each of the previous two years or proof of financial solvency during your stay. GDRFA Dubai lists a 180-day grace period after the permit expires or is cancelled.
Freelance visa Dubai requirements and cost
Requirements are a passport valid for six months and, for the green route, the MoHRE permit. The residence visa element typically costs AED 3,400–6,500 (October 2026), while permit and licence fees differ by zone and are not covered by that range.

- Passport-size photo

Things to weigh up
- A freelance permit is not a company licence. If you want staff, a bank-facing business or to sponsor many visas, a licensed company is usually the better structure.
- Free zone permits are limited to their activity lists and may limit who you can invoice.
- Do not take on UAE client work without a valid permit.
Common questions
How do I get a freelance visa in Dubai?
Get a freelance permit from a free zone that covers your activity, or a MoHRE self-employment permit for the federal green route, then apply for the residence visa linked to it. Allowed activities and fees depend on the zone.
What is the difference between a freelance permit and a freelance visa?
The permit is your authorisation to work independently. The visa is your residence, and it is applied for on the strength of the permit. Free zones usually sell the two as one package.
What are the freelance visa Dubai requirements?
For the green route, a MoHRE self-employment permit, a bachelor's degree, specialised diploma or equivalent, a passport valid for six months, and income of at least AED 360,000 a year for the last two years or proof of solvency. Free zones set their own rules.
Do I need a company to be a freelancer in the UAE?
No. A freelance permit or the green self-employment residence lets you work without an employer or company, though a licensed company is a better fit if you want to hire or need a bank-facing business.
What is the grace period after a freelance visa ends?
GDRFA Dubai lists 180 days to remain in the country after a green self-employment permit expires or is cancelled. Free zone permits can have different rules, so check yours.
