Cleaning company license in Dubai
A Dubai cleaning company starts with a Department of Economy and Tourism trade licence for a cleaning activity, an Ejari office and initial approval. Ordinary residential and commercial cleaning usually needs no extra approval, but disinfection, pest control and water tank cleaning need Dubai Municipality. A mainland licence typically costs AED 10,500–18,000.
Typical range AED 10,500–AED 18,000 (mainland licence and registration only, typical market range October 2026)
Facts checked 2026-10-26
Cleaning is a labour-intensive service business, so the licence itself is straightforward and the work is in deciding which services you will actually offer. General cleaning of homes and offices is the simplest. Specialist services such as disinfection, pest control and water tank cleaning are regulated separately by Dubai Municipality, and a general cleaning activity does not cover them.
Because cleaners work on client premises and handle chemicals, you also need to plan staff visas, insurance and the products you use before you quote for your first contract.
This page follows the mainland route. If you are considering a free zone licence instead, ask which areas of Dubai the licence lets you serve.

How to open a cleaning company in Dubai
A cleaning company is licensed by DET as a mainland company. Meydan Free Zone's guidance describes the general sequence: choose a legal structure (an LLC is the most common for cleaning providers), get initial approval for the cleaning activity, secure suitable premises and register the Ejari tenancy contract, submit documents and fees, obtain any extra approvals, and then apply for visas and Emirates IDs once licensed.
Which cleaning services need extra approval?
The same guidance lists which services typically need an external approval. Treat it as a guide and confirm your specific activity with the authority.
- Residential and commercial cleaning are generally not subject to an external approval
- Post-construction cleaning and industrial or warehouse cleaning may need Dubai Municipality approval
- Disinfection and sanitation need Dubai Municipality approval, including registration of the chemicals used
- Glass and facade cleaning at height needs height-work safety certifications
- Specialised or hazardous cleaning can involve Dubai Civil Defence
Pest control, disinfection and water tank cleaning
Dubai Municipality's Public Health Pest Control Section issues No Objection Certificates to pest control companies before they obtain their trade licence, and it qualifies those companies and assesses their programmes. A general cleaning licence is not a pest control licence.
Water tank cleaning companies must be approved by the Dubai Municipality Food Safety Department, must have a business licence with the matching activity, and must register on FoodWatch and submit a water tank cleaning manual covering staff and their health status, disinfectants and their approvals, and cleaning procedures. Approved companies keep cleaning and disinfection reports listing the chemicals and methods used. Disinfectants and biocides must themselves be registered with Dubai Municipality before they are sold or used in Dubai.
Staff, visas and insurance for a cleaning business
Cleaning teams are visa-heavy, so the establishment card and visa quota matter more than the licence fee. Meydan's guidance lists labour contracts, worker health and safety certifications and staff insurance as compliance items, and notes that clients on larger contracts may ask for proof of insurance. It does not set a required policy type or minimum cover, so ask your insurer what clients in your target segment expect.

Common questions
How do I open a cleaning company in Dubai?
Reserve a name, get DET initial approval for the cleaning activity, lease an office and register Ejari, obtain any Dubai Municipality or Civil Defence approvals for specialist services, then issue the licence and apply for staff visas.
How much does a cleaning company license cost in Dubai?
A mainland trade licence typically costs AED 10,500–18,000. Add an office at about AED 3,000–12,000, AED 1,500–2,500 for the establishment card and AED 3,400–6,500 for each visa.
Do I need Dubai Municipality approval for a cleaning company?
Not for general residential or commercial cleaning. Disinfection, pest control and water tank cleaning, and sometimes post-construction or industrial cleaning, need Dubai Municipality approval.
Can a cleaning company also do pest control?
Only with the correct activity and Dubai Municipality approval. A general cleaning licence does not cover pest control, and pest control firms need a Dubai Municipality No Objection Certificate before the trade licence.
Can I start a cleaning company in a free zone?
Some free zones license cleaning activities. Before choosing one, ask which areas of Dubai the licence lets you serve, because that decides whether a mainland licence is the better fit.
